>> okay. >> you know it's quite clear all 3 parties are telling us whatnot to look at, however, they've not provided what we should be looking at and it's not provided going through the materials exactly what occurred on the resolution of all the criteria for the directors decision so my suggestion i want to hear or see the recording of that and start from that as a point and place the pieces of the paperwork into a proper format. >> i'm not quite following. >> there's a cds recording i'm going to lints to 2 hours and something. >> you want to continue?
>> okay. >> i'm comfortable i feel similarly. >> there's only one position. >> i'm comfortable i ago that many of the requirements that i would otherwise expect to see it comes down through. >> and it was not clear. >> i agree. >> so you going to make a motion. >> maybe folks disagree. >> i believe - i feel strong with the public shows up here but there's gray material on board of directors if i made a decision now it would think is mr. mendez what have to be an applicant not just anyone on the side. i think the public has indicated that by i would go along with commissioner fung's
recommendation to continue that >> so you want to go about the city says her tape is not audible. >> is there a transcript? well, there's one and if everyone gets to hear and it hear if it's an authentic hearing >> i believe the department should supply that. >> do you have an audible version and they don't. >> i have an audible version from the department. >> she's indicated hers is not clear. >> it's not the highest quality and would all the parties suspect to the authentic site of this.
>> and we'll get it from transcript. i don't know there's transcripts that exist >> we'll september t - accept the audit version. >> so to allow the department to continue this so get the cds for the board members consideration. >> is there any other documents. >> i would allow them a short if they choose 3 pages to summarize whatever positions they want. >> coming out both sides. >> all 3 sides and one thing about the permit. >> i'm sorry, i don't have permission to speak. >> 3 page if they can't write it in 3 pages i don't want to see it.
>> with inhabits. >> no. >> no exhibits. >> and do you want those briefs smaept. >> those with about fine. >> what is the appropriate day madam director? >> we are currently calendaring and we'll request whether or not it's in or not. the board is calendaring new cases on october 8th. our calendar prior to that are full >> october 8th or the falling 15th. is that appropriate for all 3 parties? >> please come to the mike. >> obviously we'd prefer it to
be done tonight but i know that mr. shep has to have surgery and will be out of commission at least six or eight weeks and require additional recovery time after all. so >> the 15 accounting will be 3 months from now. >> that's fine. >> you didn't kg agree to give up the permit. >> we understand your position. >> mr. purdue. >> i'll be away from the 23rd to the - >> the 29. >> the department october 29th. >> s ms. carmichael. okay >> into the microphone please.
i couldn't hear you a 3 page commission on. >> whatever you want to supply us. >> any additional information you want to supply to the board to be considered. >> thank you. i'm going to move we continue this until october 29th all parties may submit up to a 3 page belief with no exhibits with the condition that the audio cds be provide >> the dvd coming from the dph. >> i'll ask the department to provide is. >> they don't have the transcripts. >> they noted no to that. >> is there a date of
submission. >> thursday prior to the hearing. >> okay. so again, the motion to continue this motivator until october 29th did public hearing has been held to allow the time to get a dvd for the hearing and additional 3 pages no exhibits all due thursday prior. >> sxhapt. commissioner president lazarus. commissioner honda. thank you. the vote is 4 to zero this matter is continued until octobe october 29th. commissioner president lazarus there's there's no further business. >> we're adjourned. >> thank you.
i'm the president of friends of mclaren park. it is one of the oldest neighborhood community park groups in san francisco. i give a lot of tours through the park. during those tours, a lot of the folks in the group will think of the park as very scary. it has a lot of hills, there's a lot of dense groves. once you get towards the center of the park you really lose your orientation. you are very much in a remote area. there are a lot of trees that shield your view from the urban setting. you would simply see different groves that gives you a sense
of freedom, of being outdoors, not being burdened by the worries of city life. john mclaren had said that golden gate park was too far away. he proposed that we have a park in the south end of the city. the campaign slogan was, people need this open space. one of the things that had to open is there were a lot of people who did a homestead here, about 25 different families. their property had to be bought up. so it took from 1928 to 1957 to buy up all the parcels of land that ended up in this 317 acres. the park, as a general rule, is heavily used in the mornings and the evenings. one of the favorite places is up by the upper reservoir because dogs get to go swim. it's extremely popular. many fights in the city, as you know, about dogs in parks. we have 317 acres and god knows
there's plenty of room for both of us. man and his best friend. early in the morning people before they go to work will walk their dogs or go on a jog themselves with their dogs. joggers love the park, there's 7 miles of hiking trails and there's off trail paths that hikers can take. all the recreational areas are heavily used on weekends. we have the group picnic area which should accommodate 200 people, tennis courts are full. it also has 3 playground areas. the ampitheater was built in 1972. it was the home of the first blues festival. given the fact that jerry garcia used to play in this park, he was from this neighborhood, everybody knows his reputation. we thought what a great thing it would be to have an
ampitheater named after jerry garcia. that is a name that has panache. it brings people from all over the bay area to the ampitheater. the calls that come in, we'd like to do a concert at the jerry garcia ampitheater and we do everything we can to accommodate them and help them because it gets people into the park. people like a lot of color and that's what they call a park. other people don't. you have to try to reconcile all those different points of view. what should a park look like and what should it have? should it be manicured, should it be nice little cobblestones around all of the paths and like that. the biggest objective of course is getting people into the park to appreciate open space. whatever that's going to take to make them happy, to get them there, that's the main goal. if it takes a planter with flowers and stuff like that, fine. you know, so what?
people need to get away from that urban rush and noise and this is a perfect place to do it. feedback is always amazement. they don't believe that it's in san francisco. we have visitors who will say, i never knew this was here and i'm a native san franciscoan. they wonder how long it's been here. when i tell them next year we'll get to celebrate the 80th anniversary of the park, >> yaerth preparedness is a way of life in san francisco san francisco we hope the new law requiring the upgrades is soft story building will help keep residents safe and sound. so bill tell me about the soft story building program what is it >> it's a program the mayor
signed into law a year and a half ago the whole idea was to help homeowners strengthen buildings so they wouldn't collapse. >> does the soft story program apply to all buildings. >> it only applies to buildings built in a timeframe of 1978 and earlier it's aimed at wood framed building 3 or more stories and 5 are more units but the openings at the garage level and the street level are not supported in many buildings without the support in a major earthquake the professionals sent them to flatten and many are under rent control so everybody's advantage to do the work and make sure they're protecting their investments and tenants.
>> nos have gone out to have thousand owners but fewer one one third have respondent and thousand might miss an important deadline in december let's talk worse case scenario. >> so first soft story walls the building will collapse and be a total loss. >> can you talk about the sfrelg in the retrofit. >> you want to think of this building like a rubber abandon in the upper 3 floors are a rid i do box and the earthquake the garage tends to really over the first floor is a very tough but flexible e flexible rubber abandon you would not drive the forces to the upper force so it
goes into the plywood or steel frame. >> so here we are inside a soft story building can we talk about the kinds of repairs property owners might expect and it's a simple process we try to keep it that way so what's involved whether you install plywood to make a wall and cover it with the gossiping so many stellar it adds underneath e flexibility so during the earthquake you'll get movement but not collapse it gets strengthened more when we go to the doorway to the steel frame to support the upper floor. >> so potentially the wood and steel that sound like a straightforward process takes our odds of collapse from one in 4 to one in thirty.
>> that's exactly right we're hoping people will move quickly and make this happen. >> great let's take a look at. >> so let's talk extremely frame talk about that. >> we have a extremely frame there are two of those and go up to the lower floor and a beam that goes 0 across that forms this it's a stiffer and stronger so during the quarter the upper floor won't clarion and according the engineers and contractors it could be done in two weeks time easy. >> if you're a property owner with questions about the soft story retrofit program signs up to this on august 11th from 3 to 5 at the main public library and the dbi staff will be there the deadline for applications t is
